Head of Insurance Conduct

Head of Insurance Conduct is a regulatory role with a high profiled organisation based in Gibraltar.

The role:

  • Reporting to the Head of Authorisations and Conduct of Business, the Head of Insurance Conduct is responsible for the successful leadership and management of the organisation’s conduct oversight of the insurance sector.
  • Responsible for the delivery of the strategy for insurance conduct of business supervision in line with regulatory objectives.
  • Responsible for working collaboratively with the other regulatory functions to deliver risk-based regulation.
  • Responsible for assisting in meeting regulatory objectives by preventing harm to consumers by assessing the conduct of insurance firms.
  • To act as the organisation’s lead with other regulatory bodies in relation to insurance conduct supervision.

Duties include:

  • Lead the development and effective delivery of the insurance conduct of business strategic / operational plan in a changing market environment.
  • To provide the direction for the effective, proportionate, and efficient conduct of business oversight of the insurance sector.
  • To ensure a risk-based approach, including proactive assessment and regulatory response, and an appropriate approach to lower risk firms
  • To work closely with the Heads of other sectors to co-ordinate efforts, identify and manage common areas of interest and identify and manage any potential conflicts in intended outcomes from regulatory activity.
  • Maintain a strong, current understanding of relevant market, Government of Gibraltar, UK and other international regulatory developments, their implications for the work of the organisation, including the identification of risk, and ensure the Insurance Conduct of Business team is well prepared to support the implementation of the necessary regulatory frameworks.
  • Maintain a reasonable understanding of innovation in financial services and its impact on consumers.
  • Establish and maintain an appropriate risk-based approach to the allocation of resources /degree of regulatory response, to ensure the focus is on detecting and addressing the highest risks to the organisation’s regulatory objectives.
  • To provide direction for the effective processing of authorisations related work to ensure that assessments are conducted in a timely manner, providing oversight in particularly complex and high-risk applications, making recommendations for decisions, and ensuring that any potential risks to the organisation’s objectives can be effectively supervised going forward.
  • Proactively build strong relationships, with a diverse set of stakeholders, including firms, representative bodies, consumers, the Government of Gibraltar, UK, and international regulators. Be seen as a respected, authoritative voice.
  • To fulfil individual risk and control responsibilities in line with standards and policies.
  • Provide strong leadership and effective communication in both the Insurance Conduct of Business team and across the organisation – seen as a role model in.

Knowledge, Skills and Experience:

  • Strong insurance industry experience
  • Strong risk-based regulatory knowledge and experience.
  • Excellent communicator.
  • Good level of understanding of the public role of a regulator in an international financial services centre.
  • Strong leadership skills and experience.
  • Demonstrate confidence to lead and conduct relationships with regulated firms at the highest levels and to command their respect.
  • Proven ability to build and manage stakeholder relationships.
  • Proven ability to make good decisions which are based upon sound judgements and analysis; are evidence-based; and focused on the right outcomes.
  • Knowledge and experience of the Gibraltar legal institutional and regulatory framework
  • Has experience of successfully implementing a strategy/revised approach, adapting, and improving where appropriate and delivering a successful outcome

Academic Requirements

  • A relevant academic, industry and / or professional qualification would be desirable
